The agricultural marketing apparatus of the state of Odisha consists of Odisha State Agricultural Marketing Board (OSAM Board) and Directorate of Agricultural Marketing. The present agricultural marketing system of the state is governed by the Odisha State Agricultural Produce Marketing Act, which came into force back in the year 1956. Under the present dispensation, there are 65 Regulated Market Committees (RMCs) functioning under the supervision and control of the OSAM Board and the Directorate.

The OSAM Board has been created during the year 1984 as per Section-18(A) of O.A.P.M Amendment Act, 1984. The board is entrusted with the task of superintendence and control over the R.M.Cs to ensure their efficient and effective functioning. The Minister, Cooperation is the Ex-Officio Chairman of the Board. At present, Sj Prafulla Samal, Hon'ble Minister, Culture, Tourism & Cooperation is the chairman of the Board. There are 14 members in the Board. The Director Agriculture Marketing Cum Member Secretary is the Chief Executive of the Board. Regulated market Committee (RMCs)

There are 66 Regulated Market Committees (RMCs) in the state. A Regulated market Committee(RMC) is a democratically elected body consisting of elected members from different constituencies such as farmers, traders, farmer’s  cooperatives, local urban bodies etc. Generally the concerned sub-collector or collector, under whose jurisdiction an RMC falls, is nominated as the Chairman of the RMC.

A Regulated Market aims at realization of three major objectives, such as :

  1. Ensuring correct weighment for the produce of the farmer, so that he is not cheated by the middlemen/wholesalers/semi-wholesalers etc.
  2. Ensuring prompt payment to the farmer for his produce immediately after the same is sold.
  3. Avoidance of exploitation in the hands of middlemen, e.g unauthorised deduction from the payment made to the farmers.

There are 58 principal market yards and 378 sub market yards with a total of 436 market yards functioning under the Regulated Market Committees in 194 blocks of the state. Besides, there are 1630 temporary market yards for paddy procurement functioning under Market Committees.
